Tretta, SAWS   Water systems are good at responding to small and medium water emergencies, but what happens when you have a large or new water emergency event that disrupts water and wastewater services? It is critical that your system can provide water and wastewater services during times of crisis. New hazards/threats, large events and cascading/complex events can have significant impacts to a water or wastewater system. Systems must become resilient to the everchanging threat landscape. By implementing an emergency management program, systems can improve their resiliency to handle all-hazard complex events. This presentation will cover conducting a risk and vulnerability assessment, emergency response and specific hazard/threat plans, incident response training and exercises, claims and seeking reimbursement, and communication, documentation, and post-incident reports through best practices and lessons learned at the San Antonio Water System. November 20th, 2025 CENTRAL TEXAS WEAT PRESENTS  Liberty Hill Pure Water LHTX Initiative  Presented By: Jeff Meadows, P.E.   Jeff Meadows will present on Liberty Hill’s Pure Water LHTX initiative, a direct potable reuse program developed to address two of the City’s key challenges, newly lowered phosphorus limits at the South Fork Wastewater Treatment Plant and limited water supplies in the rapidly growing northwest Austin region. The presentation will outline the project’s background, regulatory drivers, and upcoming pilot program, which will evaluate both reverse osmosis (RO) and carbon-based (non-RO) treatment trains and illustrate how Liberty Hill’s innovative approach could serve as a model for future inland potable reuse projects across Texas. SEPTEMBER 23rd, 2025 CENTRAL TEXAS WEAT PRESENTS  Low Effluent Phosphorus is Here: Case Studies from the San Gabriel River Watershed  Presented By: Alexandra Doody, P.E.   Total phosphorus limits issued in new and amended Texas Pollutant Discharge Elimination System permits for municipal entities in discharging to the San Gabriel river in Central Texas are becoming increasingly strict. This presentation will highlight the technologies that municipalities have employed across the United States to achieve ultralow phosphorus concentrations, and then will review case studies of how the City of Liberty Hill and the City of Georgetown are rising to the challenge to expand their wastewater treatment capacity needs while also protecting the San Gabriel watershed.  Alexandra Doody, P.E. Perran Hutton earned his bachelor’s and his master’s degree from the University of Birmingham (United Kingdom), with a focus on water resources and environmental engineering. Upon graduating he worked for Veolia Water in a variety of engineering roles, the latter focusing on wastewater treatment optimization as a process engineer in Edinburgh, Scotland. After a year with the Environment Agency he moved to the United States and started working for Plummer Associates in 2017. Working in the wastewater design team and obtaining his PE license. He has been part of several wastewater treatment master planning, preliminary engineering, and detailed design projects in Texas since.

Robert Adams is a Principal Engineer in the Austin office of Plummer Associates, with BS, M Eng., & D Eng. degrees from Texas A&M University. He has been assisting clients with solutions to water supply, quality, and environmental problems for over 30 years. He develops sustainable solutions by applying both natural and conventional treatment approaches for wastewater and biosolids. He has led a broad range of projects from water resources planning and conservation efforts to water quality planning and watershed management. Over the last 15 to 20 years Robert has primarily focused on wastewater treatment plant improvements.

Chemical Phosphorous Removal

With the recent rises of phosphorus permit requirements, the need to add chemicals for phosphorous removal has increased. Additional solids production and alkalinity consumption due to chemical addition and increasing chemical costs result in environmental and economic concerns requiring the WRRFs to optimize the design and operation of a chemical dosing system. Understanding the removal mechanisms and identifying the operational and design parameters are critical for designing and operating an efficient chemical phosphorus removal system.

William Wehner is a Ph.D. student with the University of Texas specializing in research on Biosolids. He previously was working for HDR where he helped design and construct process improvements at over 20 WWTPs in his 8 years of experience. During his time with HDR, Will became involved with the WEF MRRDC Phosphorus Removal Design Group and leads the subgroup for Chemical Phosphorus Removal. So far the group has produced a white paper detailing an overview of Chemical Phosphorus Removal and presented the content of the paper at WEFTEC in Chicago.

Due to increased interest in creek clean-up events, CAC TAWWA and CTS WEAT have formally adopted a creek segment! As part of Keep Austin Beautiful, we adopted 0.41 miles of Tannehill Branch West within Bartholomew Park. Over the next two years, we will have a creek clean-up event once a quarter to pick up trash and maybe even clear out some invasive species and revegetate the creek area with native species. For each event, CAC TAWWA will provide trash bags, grabbers, gloves, bug spray, etc. – anything you’ll need.

Come join us to kick off this project on September 9th, 2023, 9 am-12 pm! We have dubbed ourselves the Bartholomew Brush Busters and we want YOU to help us bust some brush. EPA’s WIFIA Program: A Powerful Option for Water and Wastewater Project Financing
Through the Water Infrastructure Finance and Innovation Act of 2014 (WIFIA), the US Environmental Protection Agency (EPA) offers substantial financial assistance for water, wastewater, and storm water projects. WIFIA’s unique financing terms and flexible application process make it a great option, but a lack of awareness has led Texas to fall behind in terms of WIFIA funding. Using the City of Pflugerville’s WIFIA experience as an example, this presentation will inform you about the program’s benefits and help you build a comprehensive funding strategy for your project.

Tom spent 13 years developing and managing state financial assistance programs, including more than seven years at the Texas Water Development Board (TWDB) and six years working with the Texas Community Development Block Grant program (TxCDBG). He has direct experience administering and supervising a long list of infrastructure funding programs and played a key role in the development of recent additions such as the Flood Infrastructure Fund (FIF), Asset Management Program for Small Systems (AMPSS), and revamped Economically Distressed Areas Program (EDAP). As a Funding Specialist at STV, his goal is to help communities understand their public financial assistance options and pursue the ones that suit them best. Tom studied Philosophy at the University of Texas at El Paso.

Due to increased interest in creek clean-up events, CAC TAWWA and CTS WEAT have formally adopted a creek segment! As part of Keep Austin Beautiful, we adopted 0.41 miles of Tannehill Branch West within Bartholomew Park. Over the next two years, we will have a creek clean-up event once a quarter to pick up trash and maybe even clear out some invasive species and revegetate the creek area with native species. For each event, CAC TAWWA will provide trash bags, grabbers, gloves, bug spray, etc. – anything you’ll need.

Come join us to kick off this project on September 9th, 2023, 9 am-12 pm! We have dubbed ourselves the Bartholomew Brush Busters and we want YOU to help us bust some brush. Membranes for Selective Ion Separations at the Water-Energy Nexus

About the Speaker: Professor Elimelech received his B.S. and M.S. degrees from the Hebrew University of Jerusalem and his Ph.D. in Environmental Engineering from Johns Hopkins University in 1989. In 1998, he moved to Yale University to initiate their Environmental Engineering program. His research is in the general area of the water-energy nexus. Specifically, the research in his group involves: (i) membrane-based processes for energy-efficient desalination and wastewater reuse, (ii) advanced materials for next-generation environmental separation and water decontamination technologies, and (iii) environmental applications of nanomaterials. Professor Elimelech has received numerous awards for his research, including the Clarke Prize for excellence in water research in 2005, the Eni Award for Protection of the Environment in 2015; election to the National Academy of Engineering in 2006, and election to the Chinese, Australian, and Canadian Academies of Engineering in 2017, 2021, and 2022, respectively.

Abstract: Synthetic membranes are enabling components in key technologies at the water-energy nexus, including desalination, water purification, and energy conversion. Many applications at the water-energy nexus require ion selectivity, or separation of specific ionic species from similar species. Herein, we highlight how insights from nanofluidics and ion-selective biological channels establish the basis for a new class of membranes with ion-ion selectivity. We present a few examples demonstrating the paramount role of ion-membrane interactions in governing ion permeability and selectivity. First, we assess how ion–membrane binding energies affect the permeability of cations of similar size (copper, nickel, zinc, cobalt, and magnesium) through a multilayered polymer membrane. We observe that metals with higher binding energy to iminodiacetate groups of the polymer, which we determined via density functional theory calculations, selectively pass through the membrane in multi-salt solutions. Weaker binding species are precluded from partitioning into the polymer phase, which reduces their passage in proportion to their binding energy. Second, we report the ion permeability and selectivity of composite membranes comprising a selective thin film and a cation exchange membrane as the base layer. We characterize the separation performance of the composite membrane in electrodialysis showing that the polymer selective layer markedly increased the selectivity of the cation exchange membrane. We conclude with computational studies to further elucidate the roles of (i) pore mouth interactions versus intrapore interactions, (ii) spacing and arrangement of functional groups, and (iii) channel length in controlling ion-ion selectivity.

March 2023 CENTRAL TEXAS WEAT PRESENTS  Freese and Nichols: Viraj deSilva, PhD, PE, BCEE  Addressing the Impacts of PFAS in Biosolids  Common sludge treatment processes, such as lime treatment, digestion, thermal drying, and composting do not reduce PFAS in sludge. Therefore, PFAS are present in both plant effluent and in biosolids at majority of WWTPs. As expected, the concentration of PFAS in biosolids is higher at WWTPs that serve industrial customers. Research has shown that plants can contain PFAS if they are grown in land applied biosolids containing PFAS. Consumption of crops containing PFAS has the potential to cause adverse health effects in people and livestock.  To reduce or eliminate PFAS in biosolids utilities must implement an industrial pre-treatment program for PFAS source reduction. Several emerging sludge treatment technologies exist that could meet the goal of reducing biosolids disposal costs and PFAS mitigation. Dr. Viraj deSilva is a Senior Treatment Process Leader at Freese and Nichols with more than 30 years of progressive experience in water and wastewater engineering, including landfill leachate and PFAS management, from concept through construction and start-up. His national and international experience includes specific expertise in PFAS regulation and treatment. Viraj provides consultation to municipal clients on upcoming regulations, such as PFAS, and how to upgrade existing treatment processes to comply with new regulations. He is the current Chair of the WEF PFAS Task Force and an advisor to EPA, AWWA and SAME on the topic. His PFAS Sampling and Investigations, PFAS Treatment, and PFAS Waste Management experience extends to six states. He currently serves on the Technical Advisory Group at four universities conducting PFAS Research. Viraj has been published in or presented in more than 240 industry journals and conferences out of which 76 are PFAS related. He has authored EPA, WEF, ASCE and AWWA manuals of practice. His recent PFAS work is cited in AWWA and EPA publications. His AWWA paper “Managing and Treating PFAS in Membrane Concentrates” was selected for the 2021 AWWA Membrane Treatment Best Paper Award.
