BRUSHY CREEK EAST REGIONAL WASTEWATER TREATMENT PLANT EXPANSION
Williamson County is one of the fastest growing counties in the country. The population of Williamson County was approximately 37,000 in 1970. Today, the county is estimated to be home to over half a million people. Municipalities must aggressively expand their utility capacities to provide service to the rapidly expanding urban area.
In the 1980s, the Cities of Round Rock, Cedar Park, and Austin enterred into an agreement with the Lower Colorado River Authority and the Brazos River Authority to develop a regional system. The original plant was built in 1987. The plant was expanded in 1995 and again in 2005. In 2009, the Cities jointly purchased the plant from the LCRA. The City of Round Rock currently operates the plant for the partners under a TPDES permit that authorizes the discharge of 21.5 MGD into Brushy Creek.
Continued growth in the area will require the expansion of the plant again. During this expansion, the City of Leander will become a partner in the plant. The plant will be expanded to 30 MGD. Michael Thane and Steve Coonan will share an update concerning the planning and design of this $90-$100 million construction project.
Michael Thane is the Director of the Utilities and Environmental Services Department for the City of Round Rock. He joined the City in 2001 as an Engineer in the Engineering and Development Services Department. He then proceeded as the Engineering Manager until 2006, when he began serving as the Director of Utilities.
Prior to joining the City, Michael had 10 years of diverse experience working in the engineering and environmental consulting industry. He began serving as a Regional Director for the Texas Municipal Utilities Association (TMUA) in 2010 and in 2017 served as President of the TMUA.
Michael manages a department consisting of 138 employees with an operating budget of over $50 million dollars. Round Rock’s utility service area provides water for approximately 160,000 citizens. In 1991, Michael earned his Bachelor of Science in Environmental Engineering from Texas A&M University and is a registered Professional Engineer in the state of Texas.
Steve Coonan is the Central Texas Area Lead for Alan Plummer Associates, Inc., (APAI) as well as the Chairman of the Board of Directors. Steve joined APAI in 1992. He has over 35 years of engineering experience. Steve and APAI specialize in water resource planning and design projects, including wastewater treatment plant improvements.
Steve has been active in the Water Environment Association of Texas (WEAT). He served on the Central Texas WEAT Board for 8 years, culminating in his election as President in 2005. He has also served on the WEAT State Board for many years, including being President in 2015. Steve currently serves as the Senior Delegate from Texas to the Water Environment Federation (WEF).

SCHOLARSHIP
WEAT CTS is pleased to offer a 2019 Scholarship for WEAT CTS members and/or their children and spouses. The scholarship assistance program will provide awards for students who attend either a 4 year college or university with accredited degree programs (preferred) or a junior college. Preference will be given to students who are interested in pursuing a career related to water quality, who have outstanding academic records, and who are actively involved in extracurricular activities.
